Proposed
1. Any suggestion to amend other person (also known as victim) hcp should come with at least one seconder.
2. Hcp revision can be revised upward or downward
2. Hcp should be based on score played in G2G (not other games or how much damage you have incurred or how far one can hit with his/her nine iron)
3. Victim may object the suggestion by giving his/her reasons (excuses).
4. Committee decision is final; any objection after decision is made should be companied by USD50.
5. Kickback in any form to any hcp committee members to favor your suggestion/objection is highly recommended.
